On December 16, 2024, the Keizer City Council officially adopted the City of Keizer's first-ever Code of Ordinances, marking a significant milestone in the City’s long-term efforts to streamline and organize its legal framework. The Keizer Code will go into effect January 15, 2025.
The adoption of the new Keizer Code comes after an extensive process of codification that began in November 2022, when the City contracted with CivicPlus to tackle the monumental task of consolidating and organizing Keizer's various ordinances. Until this point, the City’s ordinances had been adopted, amended, or repealed individually, without a comprehensive, overarching structure. The Keizer Development Code was the sole exception, as it had long been organized into well-defined sections for ease of use.
"Having a structured, easily accessible Code of Ordinances has been a goal of the City for years," said Keizer City Attorney, Joseph Lindsay. "With the assistance of ARPA funds, this project has come to fruition, allowing us to finally put all our ordinances in one place for both residents and city staff to navigate more easily."
The adoption of the Keizer Code follows a two-year process of legal analysis and revisions, with CivicPlus and the City’s legal department collaborating to ensure all existing ordinances were thoroughly reviewed and reformatted into a comprehensive structure. The final draft of the Code was completed in the summer of 2024, with a review by the City Council and legal team in the fall, which culminated in the final version of the Code by CivicPlus in November 2024.
As part of the adoption process, the City Council repealed a number of outdated ordinances and resolutions that were previously in effect. While most ordinances are now part of the new Keizer Code, there are still a few, such as those related to street lighting districts, annexations, and franchise agreements, that will remain outside of the Code.
